Global problems with Local Solutions; A World Peace Program

International conglomerates today like Samsung, GE, Toyota and many more has the advance research and development technology and strategy to operate their market globally.  But on the contrary, governments around the world are still lugging behind in terms of internationalizing their government operations like security, education, medicine and they like.   The resent discussion in the American academic perspective is, how can America be able to connect their overall social operations to other countries most especially to their non-ally countries.
